the step file is for CAD level customisations and 3mf is self-contained print file, this print file is easily separated and merged. meaning if there is specific parts you need to print or modify you can drag and drop it in the slicer.
PS. you will mostly likely want to print all of them

Yes, you would need to import the 3mf to slicer first, make sure uncheck load it as one piece with multiple parts if it's the first time you open it.
You need printed 2 of the arm. The iPad holder just slide on the back slot.
If you still have trouble to understand. Open the step file it lays out how everything connected. Should help you understand
