By 2045, the collapse of federal authority in the United States has left only fragments of the old government intact. The most coherent of these, a remnant military-administrative faction formed from surviving federal institutions during the early years of the civil war.

They trace their legitimacy to emergency continuity-of-government protocols enacted as climate disasters and internal conflict overwhelmed Washington. When national command structures failed, regional combatant commands, FEMA-adjacent logistics units, and elements of the National Guard and regular armed forces consolidated under a single mandate: preserve federal continuity where possible, abandon it where not.
