"Normal" (i.e. standardized) tank car of Russian railways since 1892.
Old-type axlebox is too thin to make a hole for axle in it. So I used small plastic tubes glued at back side of axlebox as axle holder.
You can use axleboxes and axles from https://cults3d.com/en/3d-model/various/old-tank-car-1-87-h0 also. Many railcars got this new type axleboxes in 1930s.
Updated 17.04.2019: Tank holders and drain details are replaced with new versions; tank and frame are slightly corrected.
