1440년을 전후하여 발명되어 1442년(세종 24)부터 20세기 초 일제의 통감부에 의해 근대적 기상관측이 시작될 때까지 조선 왕조의 공식적인 우량 관측기구로 사용된 도구로, 현대의 우량계에 해당한다. 금속제 원통형 그릇에 빗물을 받아 표준화된 눈금의 자로 그 깊이를 측정했으며, 같은 규격의 기구와 자를 서울의 천문관서와 지방의 관아에 설치하여 전국적으로 우량 관측 및 보고 체계를 갖추었다.
It was invented around 1440 and was used as an official observatory of the Joseon Dynasty until the beginning of the modern weather observation by the Japanese imperial government in early 14th century (Sejong 24) to early 20th century. It received rainwater in a metal cylindrical bowl and measured its depth with a standardized graduated ruler. It installed the same equipment and equipment in Seoul astronomical observatory and local residents to have a nationwide rainfall observation and reporting system.
