The .stl is 100mm dia.
and an internal circumference of approximately 300mm,

e.g.
using the sizing set:
I need a 145mm (internal FrontToBack),
so scaled the collar (100mm by 145%.

or using a tape measure:
I need 43.5cm around the neck

so we can divide 43.5 by 30 giving 1.45 and use this as a scale factor i.e 145%
